The Department of Defense is quietly freezing new land-based wind projects. It’s time for Congress to step in.

A quiet breakdown inside the Department of Defense (DoD) is blocking new land‑based wind projects nationwide. These projects are ready to build and deliver more affordable American energy, but a costly regulatory freeze is putting tens of billions of dollars and thousands of good‑paying American jobs at risk. We need Congress to demand answers.

Here’s what’s happening:

All land‑based wind projects require a routine safety clearance from the Federal Aviation Administration (FAA), which sends projects to DoD to check for potential issues with military operations or radar systems. But since mid‑2025, DoD has largely stopped completing reviews and sending determinations back to the FAA. Without that final step, the FAA cannot issue final approval, meaning projects cannot move forward.

The result is a stop to new land-based wind.

For nearly two decades, DoD successfully reviewed wind projects individually, addressing potential radar or readiness concerns if needed. Federal courts have also repeatedly rejected unsupported claims that wind projects pose unmanageable national security risks. But this isn’t about national security, because even projects with no identified military or radar issues remain stuck.

Consumers are paying the price for this regulatory freeze on American energy. The damage is staggering:

  • ~130 wind projects stalled across 23 states
  • At least 30 gigawatts of clean power capacity at risk
  • ~$50 billion in private investment on hold
  • ~150,000 jobs threatened nationwide

Through inaction, DoD has essentially shut down landbased wind development. In 2011, Congress created the DoD Siting Clearinghouse to prevent these kinds of blanket bans from happening. Now, Congress should demand answers from DoD and restore a functioning review process with clear timelines and transparency.
